Problem

How to place text with an outline and a fill.

Solution

While working in MicroStation J the raster can be clipped although there is a 101 vertice limit. If the text is under the ariel photo then the update sequence option can be used. In Microstation V8 there is a new text background feature which is like having a filled shape with an outline with the text on top.
