Problem

When trying to dimension a scaled reference drawing the dimesions are
not correct they are not scaled to the reference file.

Solution

MicroStation V8 2004 Edition:

Element > Dimension Styles > Placement > toggle on Reference Scale:

MicroStation V8i (Select Series):

Element > Dimension Styles > Units tab > toggle on Reference Scale

 

MicroStation CONNECT Edition:

Drawing workflow > Annotate > Dimensioning tools > click the little arrow to open Dimension Styles > Units tab > toggle on Reference Scale:
