Problem

 In MicroStation v8 dimension pick point order as in MicroStation J.

User has "ms dimlegacypointorder" set to the value "0" yet the dimension
pick point order is still set up as if he were using MicroStation v7.

Solution

User was using the linear dimension tools. These are legacy tools.
