Problem
Placing dimensions with Arbitrary mode.
When using the linear dimensioning tool with the Arbitrary Alignment
mode and then using the modify tool to move the dimension text to the
outside on the extension line it is hard and almost impossible to move
the dimension text easily. We've tried using different Dim. settings but
can't seem to get it to work. Using the other Alignment modes it works
fine.

Solution
The Dimension the user is trying to place is not a Standard Dimension.
Suggested the user use the linear dimension tool for the first part.
Then drop the dimension remove the text and then use the place note
tool to place the text with the in-line leader toggled this will give
them the extension line between the text and the line with the terminator.
