When a note that is associated to a reference element and the reference
is moved the terminator and leader move, but the text does not.

The leader and cell are two separate pieces that are attached to each
other by association. When you move the leader, the cell "reacts" to it
by rearranging itself based on the note settings. By moving the
reference this will result in the above behavior. If you would like to
move the entire note as a whole, you can pre-select the leader and note
portions and then move them. The old single-line note tool was a single
entity. It was a simple dimension. So it moved as a single entity.
