Problem

When placing the dimension the stacked fraction will appear to be in the horizontal direction versus the diagonal direction.

Solution

Element > Dimension > Unit format . Hit the settings button in the lower right hand corner and change the type from Horizontal to either diagonal or from font option. This will then place the font correctly.

For MicroStation version 08.01.xx.xx:

Go to Element->Text Style->Advanced and scroll down to the bottom and toggle on fraction.
