Problem
When trying to Manipulate (break, delete, move, ...) certain elements with XFM Features, MicroStation does not allow it.
These elements basically have not been generated with MicroStation but with GEO products (Bentley Map), and they have information XFM type.

MicroStation and Bentley map are different products and with different functionalities. These are XFM properties and MicroStation cannot modify this information, you need to have the XFM engine of GEO products in order to modify it.
Solution
You must open this file with Bentley Map and remove XFM attributes by using the Export option from Map Manager by clicking with the right mouse button on the layer and selecting Export to export items only to MicroStation.
Using the options for creating a new file dgn and existing model or new model.
