QUESTION: What are the conditions where in the Overturning wind force or Vertical wind pressure is applied on structure?

ANSWER:

As Per AASHTO Article 3.8.2 ., the overturning wind force or Vertical wind pressure of 20psf is applied only when the direction of the wind is taken to be perpendicular to the longitudinal axis of the bridge which is basically 0 degree angle and also only in the Strength III and Service IV limit states which do not involve Wind on Live load condition.
