Problem

Cannot open a DWG 2010 file created in MicroStation V8i from within AutoCAD 2013

Solution

Save the DWG file with opened Model view.

The DWG file has been saved in MS with opened Sheet Layout.

Changing this setting to Model resolves the issue in AutoCAD.
