Problem

During file creation, the Author of the file varies depending on creation method. When a new DGN file is created, the Author is set differently (in File Properties) from when the Save As option is used to create a new file, why is this?

Solution

1) Using the File > New option, the created file is built using the properties of a predefined seed file. MicroStation V8 as delivered uses the "seed2d.dgn" file located in the ...\workspace\system\seed directory. These files are authored by Bentley Systems and shows that when viewing the File > Properties pulldown menu. There is a "Select" button at the bottom of the dialog box that allows you to manually select a different file. The location of the seed files are defined using the MS_SEEDFILES MicroStation variable that can be configured from the Workspace > Configuration menu or in a custom workspace

2) Using the File > Save As option uses the "User" information as the author because the open document is now used to create the "new file" and the current user is the author

3) If you check Microsoft Word, you'll see the same results between "New" and "Save As" files

Is it possible to disable this behaviour and save without changing author?

In your Workspace>Configuration>MS_DESIGN_HISTORY
Could you try changing the setting to the following:
MS_DESIGN_HISTORY= changeauthor =0
This will disable the setting, and prevent names changing in the author setting.
