Cells are scaled when merging a Reference.
Given one cell created in a library, placed as shared cells in two design
files with different resolutions, with True Scale on. One file is referenced into the other one, with True Scale either on or off.
When the Reference is merged, the cells from the reference are scaled.

This behavior is due to conflicting shared cell definitions. There is a configuration variable to resolve naming conflicts for shared cells:
MS_RESOLVESCNAMECONFLICTS
This controls how shared cell name conflicts are handled for operations like Reference merge:
0: No resolution, use shared cell definition from destination.
1: Resolve name conflicts on DWG shared cell instances (default).
2: Resolve name conflicts for all non-anonymous shared cells.
Setting this variable to 2 eliminates the scaling effect when merging References with different resolutions.
