Problem
Where are tag sets stored when they are created?

Solution
Tag sets are stored in the DGN file, unless you export them to a tag library. To export them to a tag library, go to the "Element" menu > "Tags" submenu > "Define" to open the "Tag Sets" dialog box". In the dialog box go to "File" menu > "Export" submenu and choose "Create Tag Library". This enables you to store them on the network. The tag sets then need to be imported into a DGN file in order to be used in that file.
