How to convert all of the cells in a cell library to AutoCAD (DWG) blocks.
1. Open the Cell Library as you would open any design file (File > Open> Change File Extension to *.cel).
2. File > Save as DWG.
3. Open DWG Options and make sure that Advanced > Non-Default Models is set to Create Separate Files.
4. Save the .cel to .dwg and a DWG file will be created for each cell.
This is applicable to all MicroStation V8.1 and later versions.
You can also place all the cells from a Cell Library into a DGN file. Once this DGN is saved to DWG the Cells become Shared Cells. So rather then having a unique DWG file for each cell/block you have one DWG file that contains all of the cell/block definitions from the original Cell Library.
