Problem

How to change unused library levels. How to make attribute / display changes to unused library levels.

Solution

Set MS_LEVEL_ALLOW_LIBRARY_LEVEL_EDIT = 1

Setting the configuration variable

MS_LEVEL_ALLOW_LIBRARY_LEVEL_EDIT

causes library levels to be copied to the opened DGN file to reflect changes to library level attributes.
