Problem

How to change the levels of a V7 library during upgrade.

How to upgrade V7 cell library to V8 and then to place the cells on their original
levels (where were created), which used to be named levels in V7 and now in V8 level names.

Solution

V7 cell libraries levels can be remapped during upgrade to V8 using the same level remapping that is used when upgrading a V7 dgn file.
Set MS_V7TOV8_CSVNAME to a valid .csv file. The level names will be remapped in the same manner as upgrading a V7 file to V8 file.
