Problem

Is there any way to export a MicroStation drawing to a common graphics format, such as Tiff, JPEG, EPS, etc?

Solution

Yes you can save a DGN to an image by going to the Utilities > Image > Save.

When that dialog opens you will see the option for format to export to.
