Background:

A change in Google Earth with versions 7.1.x.xxxx and higher, making it unable to for Google Earth to function properly

Solution:

With the release of MicroStation V8i SelectSeries4 (08.11.09.829) a fix has been implemented to function with any version 7.1.x.xxx of Google Earth.

Unfortunately any newer version of Google Earth will not work, download the version: 7.1.8.3036 for windows  (32 bits) from https://support.google.com/earth/answer/168344?hl=en

This version seems to be the only one that WILL NOT auto-update and all of the commands work as design.

You can still use older versions if you still have them.

Versions older Than 7.0 no longer available through Google Earth page.
