Problem

When placing a cell, the Active Scale is being ignored and is always placed at the same scale.

Solution

1. Select the Place Active Cell Tool

2. Expand the Tool Settings dialog by clicking on the down arrow in the bottom right corner

            

3. If you are using MicroStation v8i, turn on the option "Scale Annotations"

             

 If you are using MicroStation CONNECT, turn on the option "Annotations"

           

4. Place the cell

If this setting is on, it applies the active scale to elements that are scaled by annotation scale.
If off, the active scale is not applied. This setting does not affect annotations in shared cells - elements in shared cells always scale.
