Problem

Open file read-only is permanently active.
Suddenly in MicroStation Manager the "Open as read-only" check box is permanently active.
It must be deactivated to open a file in edit mode.

Solution

Remove -restoredefaults from target.

MicroStation has been set to defaults:
http://communities.bentley.com/products/microstation/w/microstation__wiki/8671.restore-microstation-to-factory-defaults

Afterwards -restoredefaults has not been removed from target.
After removing it from target the read-only check box isn't activated anymore when starting MicroStation Manager.
