Problem
Saving a DGN to DWG, levels are turned on even though the level is turned off in my dgn.
Solution
You have the level turned off in the view, but the level is on in Global Display. In the DWG Save As options dialog box there is a setting for level display. You want to make sure this is set to the view number you are working in. This will now retain your level settings from the view.
When doing Save As/Export in the DWG save options>General>basic>level display>pick the view that has the levels on/off.
