Problem Description

The 3D pdf file I just created with MicroStation Print won’t rotate in Adobe Acrobat.

Reason

The problem could be that the data is too far from the camera.

Steps to Resolve

In this scenario, there was a flat shape element 60,000 feet above the design plane. After that shape was deleted, the 3D PDF file rotated correctly.
