Problem

When saving DGN files to DWG format, the dimension text appears enlarged in the resulting DWG file.

Solution

This is a known issue with MicroStation CONNECT Edition Update 17 (version 10.17.xx.xxx) that has been corrected in MicroStation 2023.

To resolve the problem, update to MicroStation 2023 (at least version 23.00.00.108) and then set the configuration variable _USTN_ENABLE_TEXTHEIGHT_FROM_DIMTEXT =1 in MicroStation's configuration.

After this, fully close/reopen MicroStation and then proceed with converting the DGN files to DWG and the issue should be resolved.
