Problem
Error Opening File.

Solution
Applying these solutions has been effective in addressing this error message.
- Launch MicroStation with administrative privileges.
- 
Right-click on MicroStation icon and select "Run as administrator" from the context menu.
- Create a new UPF file and/or perform Restore Defaults
- Most Users have reported this error when opening files from Project Wise with a Managed WorkSpace. Work with your Project Wise Administrator and apply the following solutions.
- Make sure the file or project is configured to pick up the correct Managed WorkSpace.
- Check In or Free all Checked Out documents.
- Select the file in Project Wise explorer and perform Purge Local and/or Purge WorkSpace
- In some cases, deleting the Project folder in your local working directory has fixed the issue.
- Do check the CHKLCLEANUP utility.
