The display of some text in DWG viewports is not scaling correctly in MicroStation CONNECT Edition.

The DWG models are using the viewport annotation scale, defined in AutoCad, to define how the scale of this text is displayed. This is working as designed as MicroStation CONNECT Edition does not support setting annotation scale within a viewport.
The workaround is to set the variable "ANNOALLVISIBLE" to 0 in modelspace. If this is set to 0 only annotative objects that support the current annotation scale are displayed.
Here are the steps to correct the issue.
1. Open the drawing in AutoCAD
2. Go to model space (named "Model")
3. Enter the command ANNOALLVISIBLE and set it to a value of 0 (it is currently set to 1).
4. Set the annotation scale of the model space to the correct scale that they used for the viewport annotation scale. In this case they need to change the annotation scale to 1:250m
5. Save the drawing.
The text will now display correctly in MicroStation CONNECT Edition.
