Existing dropdown

For existing dropdowns it is good to check the name of the group before going to Customization Ribbons.

Here the group name is "Edit Steel Elements" in which the dropdown Modify is in.

This dropdown can now be found in Groups and added to a tool group.

But these dropdowns have usually a lock displayed in the icon.
These dropdown are not editable.

It is not possible to set up shortcuts for the commands in such a dropdown.

So, it might be worth creating a new dropdown.

Now tools can be added to the new dropdown.
