Is there a way that Prosteel can read/import a Tekla file? If yes, does anybody knows the procedure/steps?

Well, there are some ways, either with ISM, they need to create a repository and you read in the ISM via new from repository. for this you need the structural synchronizer.
For the version of Structural Synchronizer needed see for example
communities.bentley.com/.../354236
or they export as SDNF or CIS2/Cimsteel and you read in via import.
