Problem description
This error generally while transferring a file from an older version to a newer version of OBD where sections need to be upgraded. In the Section Upgrade Log, you can find which sections are not upgraded,
Solution
This typically happens if, in the older version, the sections are not mapped properly so while upgrading upgrade failed because the mapping failed. So, the fix is first mapping the sections properly in the older version and then trying to upgrade to a newer version.
