Some organisations operate a secure web service which is over and above the security defined in EToN. This will stop users sending a notice to these organisations until the recipients SSL certifcate is imported into Oracle. When a secure web service is in use, the notice URL will usually be prefixed with HTTPS:// rather than HTTP://
