What level of ArcMap license is required for WaterGEMS, HAMMER, SewerGEMS?

An ArcView (Basic) license is sufficient. If more advanced ArcMap processing tools are required for your workflow, you will need a higher level. However, all features specific to WaterGEMS/SewerGEMS/HAMMER are available with ArcView.
As of version 10.1 of ArcGIS, the three levels of licensing are Basic, Standard and Advanced. Previously these were called ArcView, ArcEditor and ArcInfo, respectively.
