Is there a way to use Harmon peaking factor in SewerCAD? (or with the GVF-Convex solver in SewerGEMS)

Yes, peaking of unit loads can be configured to follow the Harmon Equation.
After all unit loads have been applied you can specify how those average loads relate to the peak load. Extreme flows are defined in the Extreme Flows dialog and then applied to the loads in the model through the Extreme Flow Setups dialog.
In the Extreme Flows dialog, click the purple book icon (engineering libraries), choose "Import from library", then select Harmon from the default library included with the product.
