Problem

When installing a Bentley Hydraulics and Hydrology product a dialog appears stating "Setup Failed" and provides the error code "0x800713ec - Asia".

Solution

Try the following steps:

1. Determine if the version of the product are trying to install requires .NET 4.5.2 or version 4.6.1.

2. Download .NET 4.5.2 and 4.6.1 using the following links and install them.
Download Microsoft .NET Framework 4.5.2
Download Microsoft .NET Framework 4.6.1
3. Make sure the security software isn't placing any .NET or WaterGEMS files in quarantine.
4. Temporarily disable security software.
5. Right-click on the product's installation file and select "Run as Administrator".
