Missing DGNLIB levels in the Level Manager?
 
If you're missing DGNLIB levels in the Level Manager, you may have an issue with duplicate level numbers. When MicroStation detects DGNLIB level number conflicts, the duplicates are discarded and only those levels in the first library are read.

To overcome this conflict, it's suggested that each DGNLIB uses a unique level numbering sequence. You can easily and quickly renumber levels by using the level renumber [increment value] [level spec] key-in.
