Disable the ability to convert a V7 cell library to V8

The following capability variable allows V7 cell libraries to be upgraded when they're attached to the open design file:  CAPABILITY_CELLLIB_ALLOWUPGRADEV7

To disable this functionality in all workmodes, set the following in your configuration:

 _USTN_CAPABILITY > -CAPABILITY_CELLLIB_ALLOWUPGRADEV7
