In MircroStation V8 XM edition you can treat references attachments as elements.
Knowing this, you can now use Scale (3+3) to exaggerte the Y-Scale on profiles.

Ensure that the Treat Attachment as Element for Manipulation is enabled for the selected reference.
Select the Scale tool.
Adjust the settings.
And of course, follow the prompts.
