The thickness of the cylindrical shell at the small base is not sufficient.
Given the following Pressure Vessel configuration:

This message is due to the cylindrical shell being cut at the small base to comply with the maximum length of 3000 mm (user input).
The new shell is not long enough to meet the required surface area (e1*l1).
To resolve this issue, simply increase the Maximum Plate Width in the "Geometry" tab
Example: Increase from 3000 mm to 5000 mm.
