Solution:
This warning refers to a specific clause in ASME B31.J code related to reducers. The flexibility and stress intensification factors apply only if the all the noted conditions are satisfied (refer to table note).
Avoidance:
Update the reducer characteristics so all of the noted conditions are meet.
