Entitlements will not only grant users access to Bentley Infrastructure Cloud projects but will also define the maximum set of permissions they will have.
Note: Permissions can be further restricted using Roles

What Entitlements are needed to Register Bentley Infrastructure Cloud Projects
Users with Bentley Infrastructure Cloud Connect or Bentley Infrastructure Cloud ProjectWise entitlement can Register Projects in Bentley Infrastructure Cloud.
Project Owner’s permissions
A user that Registers a Project will become the Project Owner for that specific project. As Project Owners, they will have access to the Administration menu to Manage participants, External Organizations, Reality Management, Documents settings, etc.
