Problem

Attempting to align text with horizontal line using "align element by edge" tool. When aligning text to the line there is a gap of space where in previous versions the text would sit flush on the line.

Solution

This functionality has changed in MicroStation V8i where "align element by edge" tool uses the range block of the text element. The tool is design to work by using element handler(range block) assign to text as opposed to some random special case that could be different each time the tool is used and cause inconsistencies with the tool
