Problem

Error opening readme: "Windows has blocked this software because it can't verify the publisher".

After installing MicroStation on Windows XP Pro, SP2, when I open the delivered readme file I get the Microsoft HTML Help Executable error "Windows has blocked this software because it can't verify the publisher, Name: ocget.dll". The Readme usually does open, but I still get this error each time.

Solution

This error is mentioned frequently on the internet, and is apparently tied into Microsoft's digital signature of that particular . dll file.
