Problem

Copy w/ Fence is copying ref attachments.

When using Fence File (FF=) or copy with "Use Fence" Enabled on reference elements, the elements are not being copied from the reference as expected. It is maintaining the reference attachment or making a copy of the reference.

In previous versions of MicroStation it would not keep the reference.

Solution

Disable the "Manipulate as Element" option in reference.

Steps:
1. Open Reference dialog (File > Reference)
2. Double click on reference(s) to be changed.
3. Uncheck the option for "Manipulate as Element " in the Reference settings.
