Problem

User is unable to "Bring to Front" certain object/levels.
When doing a "Merge into Master" of cadastral maps, and user has Filled some areas by "Create Region", some of the underlaying lines and text are not brought to front.

Solution

The problem of being unable to "Bring to front" of objects under filled areas, encountered in this case, was due to that these areas had a higher display priority than the rest of the objects in the drawing.
The fastest way to fix this is by selecting everything (Ctrl+A), then using Change Element Attributes to set the display priority of all objects to "0"
