Problem Description

Text with Slash is displayed reverse.

This is regional specific, related to Middle East region and occurs when the System Locale is set to Arabic.

Steps to Resolve

Go to Control Panel > Region and Language (In Windows 8.1 its Region)
Navigate to the Administrative tab
Under Language for non-Unicode programs, check if the System locale is set to Arabic (Saudi Arabia).
System locale settings for other Arabic countries would be

Arabic (U.A.E.)

Arabic (Bahrain)
Change the System locale back to English (United States) and Apply, Close
You must restart windows for the changes to take effect.
When you open the DGN file display is fixed.
