By default, PowerMap starts in an untitled DGN and without the option to set the user, project or interface.

To change this:

1. Open the untitled design once 

2. Go to Workspaces > Preferences > Operation

3. Turn off  Enter into Untitled Design

4. Press OK

5. Close file 

The next time PowerMap is started, the standard File Open dialog will appear.
