If you receive an “error parsing capabilities response” error when attaching a WMS Server is caused by the absence of a specific Geographic Coordinate System (GCS) in the MicroStation GCS Library.  This problem occurs when using Bentley Map V8i (SELECTseries 2) or earlier.

To correct the problem, upgrade to a later version of Bentley Map (standalone), or install a later version of MicroStation that includes the EPSG:3857 Geographic Coordinate System.  MicroStation V8i (SELECTseries 3) v08.11.09.292 and later includes this GCS component.  This GCS is required to view Google and Bing Map web services.
