Early versions of the MicroStation Geographic Coordinate System properties show the Standard Parallels in a Lambert Conformal Conic projection in northern-most, southern-most order.  More recent versions list the southern-most Standard Parallel first.   

This change was undertaken to normalize the answer returned internally when a reprojection is necessary.  The order in which these two parallels are shown has no impact on the coordinates in the map.  The order does not impact the mathematics of the reprojection.
