Yes, the role of the jacket is considered for external pressure design, the design length between line of support is affected due to the coil.
See the image above showing design of external pressure for shell without and with jacket. Observe that the length between line of support 'L' is reduced when considering a jacket which leads to higher allowable external pressure resulting in a reduced shell thickness
