The pass partition plate for shell side and tube side can be edited by clicking on "Show Accessories List" icon in the Bundle Layout dialog box:

Then click on Partition Plates:

You can modify some dimensions and make edits on the following dialog box that appears, click on User Defined check box to specify location of the tubeside pass partition plate:
