If copying from the clipboard doesn't work
Here's an interesting piece of information that Josh Schifter shared on the discussion groups. When you're using the clipboard to copying and paste elements between files, MicroStation creates a file called clipboard.dgn in it's temp folder. This folder is typically set to \Bentley\Program\MicroStation\temp\ and not having write privileges to it may cause problems with clipboard operations.
