Problem Description

In ProjectWise Web Parts, right clicking on a design file and selecting View or Markup should bring up another window using publisher, however the browser was instead attempting to open the design file itself.

In this case, turning off SmartScreen filter fixed the issue, however also ensure that the browser is a supported version according the the readme for the version you are running.  Also ensure the ProjectWise Web Client components are installed.

Steps to Resolve

1. Within Internet Explorer, Safety-Turn off SmartScreen Filter
