Problem

All decimal separators ignored
Dot and comma as decimal separator is ignored when
entering text height or text width (German OS)

Solution

Set Decimal Symbol to DOT, Digit group symbol to COMMA
Windows Settings > Control Panel > Regional and Language Options >
Regional Options > button 'Customize'
German setting, German OS
